Terms of the California LifeLine Home Broadband Pilot Program with Xfinity

The California LifeLine Home Broadband Pilot Program (“CA LifeLine Program” or “Program”) is a State Government broadband subsidy program. You hereby authorize Comcast to share your personal information and the personal information of any person you identify as a part of your household with the Third Party Administrator (TPA) as the administrator of the CA LifeLine Program, the California Public Utilities Commission (CPUC), and other government entities and their agents, as necessary to enroll, maintain, and support this program or as described in our privacy policy. This information may include the first name, last name, phone number, email address, date of birth, and last four digits of social security number or tribal ID, and language preference of yourself and any person you identify as part of your household; and your Xfinity account number, billing and payment information, service dates, service address, service plan, price, and usage information. You understand that you will not be able to participate in the CA LifeLine Program if you do not consent to sharing this information. 

 

If you qualify for and enroll in the program, a CA LifeLine Program Credit (“CA LifeLine Internet Credit”) of up to $20 will apply to the monthly charges for your Xfinity Internet services (but will not bring your charges below zero). You must maintain Xfinity Internet service to be eligible for the Program. Xfinity Prepaid Internet, WiFi Pass, and Xfinity Bulk Internet services covered by your property are not eligible for the CA LifeLine Internet Credit.

 

Subscribers to Xfinity Voice: If you subscribe to Xfinity Voice with an eligible Xfinity Internet tier, a CA LifeLine Voice Credit of up to $10 will be applied to the monthly charges for your Xfinity Voice service. This is for total California LifeLine Program credits of up to $30 per calendar month. If your Internet service is fully covered by the available California LifeLine Internet Credit, the remainder of the California LifeLine Internet Credit will not be applied to the monthly charges for your Xfinity Voice service. You will be exempt from paying certain state and local taxes applicable to your Xfinity Voice service while enrolled in the program.

 

Subscribers to Xfinity Mobile: If you subscribe to Xfinity Mobile with an eligible Xfinity Internet tier, but do not subscribe to Xfinity Voice, a CA LifeLine Mobile Credit of up to $10 will be applied to the monthly charges for your Xfinity Mobile service. This is for total California LifeLine Program credits of up to $30 per calendar month. Free Xfinity Mobile Line promotions, device payment plans, and Xfinity Mobile Care charges are not eligible for the California LifeLine Mobile Credit. If your Internet service is fully covered by the available California LifeLine Internet Credit, the remainder of the California LifeLine Internet Credit will not be applied to the monthly charges for your Xfinity Mobile service. You will be exempt from paying certain state and local taxes applicable to your Xfinity Mobile service while enrolled in the program.

 

All subscribers: You will incur regular rates and charges until your application is approved by the TPA. If approved, you will receive a credit on your bill for LifeLine discounts retroactive to your application date. If your retroactive net credit balance is $10.00 or more, you may request a refund check for that balance. You are still responsible in full for any portion of your bill not covered by the California LifeLine Credit. Your time participating in the CA LifeLine Program with Xfinity will count towards the duration of any promotion or term contract. During the Program, if you fail to pay any amount due, you understand that your Xfinity Internet service tier may be downgraded to a tier that is fully covered by the minimum California LifeLine Credit for the duration of the CA LifeLine Program and that you may be restricted from upgrading or adding services until all such amounts have been paid. You also understand that your Xfinity Internet service, Xfinity Voice service, or Xfinity Mobile service may be terminated after 90 days of non-payment.

 

The California LifeLine Credit will continue for as long as the California Public Utilities Commission funds the CA LifeLine Program and you remain eligible for the program. After the Program is over or if you are no longer eligible for the program, your California LifeLine Credit will terminate, and you agree and consent to your Xfinity Internet service, Xfinity Voice Service, and Xfinity Mobile service (if applicable) continuing, and that you will be responsible for full payment at the then-current rates, terms, and conditions applicable to your service, including all applicable taxes and fees. You may change or cancel your service at any time during or after you are enrolled in the CA LifeLine Program. You understand that you may be required to re-verify your eligibility for the CA LifeLine Program annually, including certifying your usage of the qualifying services. 

 

The California LifeLine Credit can only be applied by one provider in any given calendar month and is not transferable to another individual or household. You understand that you can apply your California LifeLine Credit to the participating provider of your choice. By enrolling in the CA LifeLine Program through Comcast, you understand that you are consenting to applying the California LifeLine Credit to your qualifying Xfinity services. To transfer your California LifeLine Credit from another service provider to your Xfinity services, you will need to complete an application through Xfinity. Once approved, you understand that your California LifeLine Credit will no longer be applied to services received from another provider and you may be subject to the other provider’s undiscounted rates if you elect to maintain service from that provider. You understand that if you later decide to apply your California LifeLine Credit to services received from another participating provider, you will no longer receive the California LifeLine Credit through Comcast and you will be responsible for full payment at the then-current rates.
